SuperAdmin only, fail-closed. This is the ONE-TIME BONUS ledger — who referred whom, what each side was granted and which ledger transactions carried it. The cross-tenant referral ANALYTICS board (top referrers, conversion, multi-level accrual liability) is a different surface, GET /v1/admin/referrals, owned by the affiliates subsystem over the shared attribution spine.
