Mutes and unmutes names of the org's kit for the caller's own runs, and answers the caller's kit after. The layer only narrows: a name the org's kit does not carry is refused 400, since muting it would say nothing, and unmuting never gives the caller more than an admin put in place. It is the caller's own, so any member may write it. More than 256 names is refused 413.

hanzo has no subcommand for this operation — the CLI serves only what cloud's live route table confirms. Use HTTP or an SDK.
