Stops the pod, keeps the row and the volume, and settles the tail: POST /v1/sandbox/:id/pause.
The claim, the stop and the ship are ONE settlement for the same reason a retirement is — the snapshot that carries the advanced watermark has to carry the new state, or a successor hydrates a running row for a pod that is gone and bills for it until the reaper notices.
